The three questions that decide it
1. How many people, and what kind of organisation?
Under 300 users and commercial: the Business family. Over 300, or heading there: Enterprise. School: Education licensing (never commercial plans - the free tier plus safeguarding tooling is built for you). ACNC-registered charity: the non-profit program before you pay retail for anything.
2. How much do storage, retention and security matter?
30 GB per user (Starter / free tiers) disappears fast once photos, recordings and years of email accumulate. If files must survive staff departures, you want shared drives - Business Standard and up. If a funding body, regulator or insurer can ask "show me every email about X", you want Vault - Business Plus, Enterprise, or the equivalent education/non-profit tier.
3. Do you want AI in the daily tools?
Gemini now ships inside Workspace plans rather than as a separate add-on - the deeper capabilities arrive from Business Standard up. If AI drafting, meeting notes and NotebookLM are part of why you are moving, Starter will feel undercooked.
Rules of thumb we quote by
- Micro-team, email-first, tight budget: Business Starter
- Most SMBs: Business Standard - storage, shared drives, recordings and Gemini for a mid-tier price
- Compliance, legal hold or device fleets: Business Plus
- Over 300 seats or formal security frameworks: Enterprise Standard, then Plus if DLP and encryption controls are mandated
- Schools: Fundamentals free, upgrade educators via Teaching & Learning, move to Education Plus when security visibility matters
- Charities: free tier first, discounted Standard when storage bites

Choosing a plan: common questions
Can we change plans later?
Yes - upgrades apply almost immediately, and downgrades take effect at renewal. Starting a tier lower and moving up beats paying for shelf-ware; the only expensive mistake is buying storage-heavy tiers "just in case".
Can different users be on different plans?
Broadly, one edition per tenant is the rule, with frontline licences as the exception for field staff. The per-user mixing you might know from Microsoft 365 works differently here - which is exactly the kind of nuance the review covers.
